To husband birthday time, I would like to commission a portrait of his father, who died last year. I'm in San Francisco Bay area. What is The best way to find an artist who will do a good job? He will have to work from photographs, course.

Call a school of art, preferably a private, and ask an instructor if they would consider making a commissioned painting, or if they have an advanced student who can make one. There is a good chance that you will find one in this way, and they will have some examples of their work they can tell you first reaching an agreement. If you do not like the style the artist uses, then try to explain what is what you want and see if they come up with examples of the type that fits your criteria.
